Dr. Ezekiel Mutua, MBS, Chief Executive Officer, Kenya Film Classification Board (KFCB), has stated that KFCB will be taking stern action against media organizations advertising Kiss Condoms during the watershed period. This is in response to the outrage on social media raised by concerned Kenyans over the advert on April 10th, 2018.
“We are keen to protect children from premature exposure to adult content. Media houses know the content regulations yet continue to violate them because of money. It is sad that we have to go to court to enforce such clear guidelines that media houses should uphold as part of self regulation and professionalism,” he said in part.
The KFCB has written warning letters to the producers of the advert and concerned media houses. The Board’s monitoring unit is following up on the matter to ensure the advert is not aired during the watershed period.
“Adverts on alcohol, condoms or other adult products should not be aired during the watershed period which is 5am to 10pm in Kenya. During this period, broadcast content on free-to-air radio and TV should be suitable for family viewing,” said Dr. Mutua.
The CEO reminded concerned media that they are in contravention with the Films and Stage Plays Act Cap 222, KICA Section 46 (i) and the Programming Code for free to air radio and TV stations in Kenya. These laws protect children from exposure to such programs or adverts during prime time and when they are most likely to watch TV or listen to radio.
He further stated that the rationale behind content regulation is to promote Kenya’s culture, moral values and national aspirations and to ensure that children are protected from premature exposure to adult content.
